The bomb reaches its targets with the help of a laser. The designation is MK-84 LGB [Laser guided bomb] 2000 pounds, it contains 430kg of explosives, diameter 457mm. It is dropped from 5000 to 6000m altitude. Laser bombs have great accuracy and have been used since 1970. "U.S." troops efficiently destroyed bridges and factories with these laser bombs... in Vietnam.

CIA Wikipedia about Haiphong (link) confirms the bombings but claime that the town itself "mostly had remained intact" because "USA" had contained themselves. Wikipedia does not indicate any number of lethal victims. This seems rare.
